MAZ-Weichai Factory Inaugurated in China-Belarus Industrial Park Great Stone
In the afternoon of Oct. 14, Maz-Weichai Company held a ceremony for formal production and mass delivery in the Sino-Belarus Industrial Park in Minsk, Belarus in a beautiful autumn day. This is the witness of the “harvest moment” of Sino-Belarus joint venture project on “Belt and Road”. Syarhey Rumas, Belarusian Prime Minister, Ling Wen, Academician of the Chinese Academy of Engineering and Vice Governor of Shandong Province, Ivankovic, General Manager of Maz Group, and Tan Xuguang, Party Secretary and Chairman of Shandong Heavy Industry Group, Chairman of the Weichai Group attended the ceremony and delivered speeches. Pavel Utiupin, Belarusian Minister of Industry, and Ling Wen, Vice Shandong Governor, jointly unveiled the 1,000th engine manufactured in Maz-Weichai JV. Cui Qiming, the Chinese Ambassador to Belarus, and the delegation of the Shandong Provincial Government also attended the ceremony.

In his speech, Rumas pointed out that the Maz-Weichai JV project has received great attention from the Leaders of China and Belarus. He was satisfied that the project could be completed and put into production as promised, and the two sides are actively exploring further cooperation.
In his speech, Ling Wen affirmed the “China Speed”, “Shandong Speed” and “Weichai Speed” made by Maz-Weichai project. He hopes that Maz-Weichai project could become the best localization project in Sino-Belarus Industrial Park under the requirements of the "Belt and Road" initiative and the requirements of the two heads of state. He hopes that the project could become a model of cooperation between China and Belarus in mutual benefit and win-win, which has injected new vitality into the economies of the two countries.

Tan Xuguang said that the official operation of Maz-Weichai JV means that the two sides have entered a new period of development. Weichai will unswervingly promote localization, expand cooperation space, and build the JV project into a “Belt and Road” model project.
On September 29, 2016, under the joint witness of Chinese President Xi Jinping and Belarusian President Lukashenko, Weichai Power and the Ministry of Industry of Belarus signed the "Memorandum of cooperation between Weichai Power and Maz Group in the production of engines in the Republic of Belarus" in the Great Hall of the People of China. The two parties would establish a joint venture company in the China-Belarus Industrial Park in Belarus to produce Weichai engines.

On September 13, 2017, under the witness of the then Prime Minister of Belarus and Shandong Province Governor Gong Zheng, Weichai signed a cooperation agreement with Maz Group and held a groundbreaking ceremony for the new factory, officially entering the Sino-Belarus Industrial Park. After that, the project team rushed to race against time. They surveyed the factory buildings in the snow-covered winter and designed factories in the original forest. When the spring ground was not even melted, Maz-Weichai already began the construction. The project team overcame many difficulties and completed the construction in only seven and a half months. It created the miracle of the construction of Belarusian engineering with “China Speed” and “Weichai Speed”, and became the first company in the Sino-Belarus Industrial Park to start construction and operate in the same year. On November 18, 2018, Maz-Weichai JV held a trial production ceremony and the factory entered the trial production stage.
Maz-Weichai adheres to high standards and high quality construction. Since the trial production, it has obtained the certification of ecological environment protection, fire safety and building quality of Belarus. On October 1, 2019, it obtained the Belarusian operation permit, marking the completed construction of the factory. Maz-Weichai produces engines that meet Euro IV and Euro V emission standards, with an annual production capacity of 20,000 units. The diesel engines and gas engines have obtained the Euro V emission certification and the EAC certification of the Russia, Belarus and Kazakhstan Customs Union, and became the first company to pass the ISO9001 quality system certification in the Industrial Park. Products are widely used in trucks, buses, construction machineries and agricultural equipment, not only applied in Maz Group, but also sold to Belarus, Russia, Ukraine and other CIS countries. Weichai also cooperated with the Minsk Automotive Engineering Institute to establish an engine-powertrain training center in the local area to train local vocational and technical personnel according to the Weichai standard.
