Shandong Heavy Industry and Kazakhstan’s Karaganda Region Ink New Deal
Jinan, China – 11 Dec. 2025/Chinatrucks.org/ – On December 10, Wang Zhijian, Secretary of the Party Committee and Chairman of Shandong Heavy Industry Group, met with Yermaganbet Bulekpayev, Governor of Kazakhstan’s Karaganda Region, in Jinan, China. The two sides discussed the launch and future operations of their joint manufacturing plant and held a signing ceremony to advance their cooperation.
The ceremony was witnessed by Governor Bulekpayev, Chairman Wang, Bolat Usenov, Counselor at the Embassy of Kazakhstan in China, and Liu Zhengtao, Chairman of China National Heavy Duty Truck Group (Sinotruk). Cui Alexander Levmirovich of Saran Machinery LLC and Zhao Hua, Deputy General Manager of Sinotruk, signed the agreement on behalf of both parties.
Wang welcomed the delegation from Karaganda and expressed appreciation for the strong support the Kazakh government has given to Shandong Heavy Industry and Sinotruk’s localization efforts. He said the joint plant represents an important milestone for both sides and reflects their deepening mutual trust. Wang added that the new agreement will strengthen local manufacturing, R&D, and service capabilities, and further expand cooperation across the equipment manufacturing sector. He emphasized that the partnership has a solid foundation and significant potential, noting opportunities for broader collaboration in components, agricultural machinery, and construction equipment.

Governor Bulekpayev thanked Sinotruk for its warm reception. He said Karaganda—one of Kazakhstan’s key industrial regions—views its partnership with Sinotruk as an important driver of high-quality economic development. He noted that the new agreement marks a new phase of cooperation, and pledged continued government support through talent development, spare parts supply, financial assistance, and other services to ensure the project delivers benefits to local industry and communities.
Representatives from Sinotruk’s Process Research Institute, Manufacturing Engineering Department, Investment Management Department, Kazakhstan Representative Office, and International Business Company attended the meeting.
